Reduce shipping costs when more than one product

I'm currently using Item based shipping plugin for products of variable size and weight
I am trying to find a way whereby if a customer buys more than one product, the one with the highest shipping cost is charged at the normal rate and subsequent products have the shipping cost reduced by 50%.
Does anyone know if that can be done?

Sound like this is an outstanding requirement. If you want to have that, then it requires to customize to the default EShop shipping plugin.
