Add section to checkout

Hi,
I need to collect additional information from customers. I have the custom fields but they are just being added to the bottom of billing details. I cannot find a way to edit the layout of the page.

I would like to either add an extra section (like the billing, shipping sections) or maybe just move the fields over to the left column under user details. Quickest and easiest way is the goal..
