Eshop - make coupon code available to anyone * unregistered users

I made a coupon but when you enter in the code a pop up says coupon only available to registered users. How can I make available to all potential customers? I tried setting coupon to default custom group and I also tried it with customer group field blank. Both way it did not work.

Please go to edit coupon code, at "Coupon Per Customer", enter 0 and test again.
