Is it possible to get an email to the administrator for orders that do not go through?

We have some clients whos Credit Cards don't go through - but the owner would still like to get an email about the order.

Hello George,

I am sorry but this is not supported now. Order with online payment method, the notification emails are on ly sent if the order is paid.
