Cart Module Protostar Template Issue

Ive got a stock install of the protostar template at www.tacticalsourcing.com/newsite which i have installed eshop on. I have enabled all eshop modules and plugins.

I have edited the Eshop Cart module to display in position-7 (right most vertical panel) and set it to display "On All Pages". It will not show up there. Is there something preventing this module from displaying in this position on a stock Joomla Install?
