Discount for Geozones

Hi there,
We are including the shipping costs on our products for within the country, but would like to offer a discount for local deliveries which we can handle ourselves.

Is there a way to set this up?

I had setup a flat rate for all sales and a lower rate for a geozone, but we want that our clients don't have to worry about shipping costs and see FREE SHIPPING to make a simpler buying process.

Since we have included the shipping cost in all our products, how can we setup a discount for every other product that they order for more than 1?
