Shopping cart quantity can't be changed

When someone adds an event to the cart, the user cannot change the quantity. If they have more than one person that will attend, they can't update the number of attendees.

I'm sure this is a setting somewhere in the configuration, but I cannot find where.

Yes. It's just an setting. You can go to Events Booking -> Configuration, set Prevent Duplicate Registration to No and the issue should be sorted
