There is a registration history view that the user can see. There it says if the user has paid or payment is pending. If the user paid via off-line payment, the payment status is pending. Is there a way that the user can pay the pending payment later and have that automatically update as paid in the Event (maybe a link to pay for the event)? (Maybe they decided that they want to use PayPal to pay at a later date, let's say the next day)

Hello Ira
No, at the moment, it's not possible. If they choose to use offline payment, they will have send payment to you manually somehow (maybe via bank transfer or pay by cash at the event)
Once you received payment, you will access to administrator area of your site, edit the registration record, change status to Paid
