Assign Ticket to Staff

I have put users in as managers and they can not see the Assign Ticket to Staff on the front end, but if I make someone a super user they can see it but when they select a staff member and submit nothing happens.. I have activated the Assign Ticket to Staff plugin..

Also what would be nice is if you have a category with sub categories if you set a manager of the main category they will become managers of the sub category also.. Also would be nice on the front end tickets view if you could see if there is someone assigned to a ticket or if it is open..
