when a user view the details page for 1 of his tickets, he can change the state of that ticket to any of the published states in the system - including "new".
i don't need the users seing this and changing the ticket's status, except for when they submit a comment (which update the status automaticly) or when they close the ticket.
is it possible to show this option (change status) only for admins?
