We have moved forward. We now receive an error "There's an error with this transaction. Please enter a complete billing address." Does this indicate that a paypal required field has changed?

Hello Jon
Maybe so. First thing I would suggest is you go to Membership Pro -> Custom Fields, publish all core fields like first_name, last_name, address....
Then test it again (make sure all fields are entered). If the error still happens, better call PayPal and ask them about it because the error message is returned by PayPal and only PayPal knows exactly the reason
