Restrict membership by field

Hi,

What would be the easiest way to restrict someone from registering for a membership based on say a field like STATE. If my client isn't allowed to offer membership to several states (because of U.S. non-profit rules) can I set up the membership form to deny membership? I'd ideally like the STATE field to be the way that's determined so if they put in California they can register for a membership but not if they put in say Wisconsin or Nevada or any of the other 35 states that won't allow this membership.

How would I set up the membership form? Is the jQuery engine a possibility?

Any thoughts?

There is no validation rule could be used for this requirement. So a custom validation process need to be implemented if it is really needed

I should also add that it would only be necessary to restrict for a few months until my client can get all the paperwork handled.  So the mod probably would not have to be maintained.

While it would probably be handy to have countries also I am not going to worry about those. States are the most important at this point. The org can't accept donations or membership from about 35 states until they register with those states according to U.S. law.

But what if someone chooses a different countries ? The country won't have these states, so are they allowed to register ?

It's a fair question. I'd say no. This is a U.S. law enforcement website and I don't imagine they can allow other countries to share this info. The issue is that right now they can't accept  donations or memberships at all. If, in the future, they want to allow other countries to become members we can revisit this. Right now the urgency is the U.S.
Perhaps if you tell me how to limit the countries (is there a list somewhere) we can use that.
