order steps missing

hallo!
We need your help! In some cases are missing the steps 3 and 4 of the order( shipping methods).We received an order from client which had not the shipping method , so we did some test. We tried to put order from different pc, different browsers( mosilla, chrome ,safari...) and
with the same browser in 2 pc's it shows the " shipping address same with the billing address" check box in the first pc but in the other it is not shown,
so the steps 3,4 are missing.Some other times the steps are missing everywhere at all pc's , on all browsers.
We upgrated eshop to the latest version (2.6.2) from 2.5.2 , cleared cache both on browsers and site...but the problem still exists. Have you any idea to help? Thanks in advance!

For the orders which are missing Step 3 and Step 4, the reason because the products in that order does not require shipping. You should go to edit that products, under Data tab, at Require Shipping choose Yes.

Then test again.
