nobody replies to tickets, shipping by weight doesn't work

I have opened a ticket very carefully. I inserted a lot of iformationd but nobody seems to be there to solve issues. Probably this component is mantained by an only one person and he is working elsewhere. I made the geozones, perfectly composed. I created a list of the geozones in a separate txt file. I send here an example:

At the end I inserted the following string in the shipping cost for the first product of the list:

1:12.9|2:9.2|4:10.1|18:8.6|19:12.8|20:14.8|21:16.8|22:24.8|28:5.9

Everything is well setted I think. But there is an error: "No shipping method is available".
The only differences from this installation and another one, that is working, is that the zones id is not sequential. As you can see the zones are from 1 to 2 and then 4 and then 18. Could it be the problem?
Please help. Nobody is replying to the ticket because the owner of the component is elsewhere!!

I just went to your site to check the setting of weight shipping plugin. The default weight unit of your store is in Gram so you need to enter the value in Gram in the setting. So I changed them to:
