Discount per Customer Group

I need to create different discounts for certain categories for different customer groups. For example…
I go to Sales > Discounts and set 40% discount for Wholesale group on Category A, B, C


Now, I want to run a sale for Default customer group but still let Wholesale have their normal 40% discount…
I go to Sales > Discounts and set 20% discount for Default group on Category B.


The 20% discount only takes effect if I remove the Wholesale discount.

Is there a way to make this work?
