disable Billing address?

Is there a way to completely remove the necessity to have an address as part of the billing info?

It seems that I cannot turn off the "Address 1" field OR set it to NOT required?

Thank you for submitting the question here. The Billing Address can not be disabled. It is required for processing payment, invoice of orders.

even if / when we are sending the payment through another gateway (like PayPal) that is ALSO asking this same billing information?
