Auto Reminders - Allow default settings in Configuration

Currently if you want to send out auto reminders, you have to set at Event level when creating events. This is time consuming if you want to send out reminders to all registrants about the events they are registered for.
It would be nice to be able to set this by default. So have a configuration option
Default Auto reminder YES/NO
Default Remind Registrant days before 0>99
