OnSubmit Mailto: form.php

Hi Tuan
I have created a template override for the front end event submission "form.php"
I want the site admin to be notified of an event submission when a user submits a new event so they can login and approve etc.
Can you let me know if line 117 <form action="index.php" method="post" name="adminForm" id="adminForm" enctype="multipart/form-data" class="form form-horizontal"> could be used /modified
e.g. change to <form action="mailto:me@gmail.com" method="post" name="adminForm" id="adminForm" enctype="multipart/form-data" class="form form-horizontal">
however this obviously doesnt work as it send the form info whereas i just want notification.

It is not simple like that. You will need to find someone who knows Joomla programming to customize the code for you to have the feature
