Registration start Date out by 1 minute.

Hi Tuan,
I have an event that i have set a REGISTRATION start date and time.
have also installed extensions.joomla.org/extension/live-clock-date to display system date and time on page.

The registration remains closed, but opens 1 minute (or maybe 59 seconds) prior to the configured time. I suspect it is just a error in the time code.

version 1.7.3
