term and condition checkbox not shown even set to

Dear Tuan,

by the first try it works, but now after I set all the settings (2 new individual fields and some changes in the translation) for our first event to allow registration (group only) it didn't shows the term and condition checkbox in the registration form.
Even in the configuration is set like follows:
Show term and condition checkbox: yes
Term and Condition By Event : yes
Where I forgot to set the right things?

Some additional information
Reduce Registration process: yes
Activate Shopping Cart: no
Collect Members Information in Group Registration: Yes

Price for this event is set to: 0
only offline payment is activated
The user will get a bill with the tickets sent by normal mail
Therefor the terms and condition is very important for us.

If so, please set "Reduce Registration process" config option to No

I found if set:
Collect Members Information in Group Registration: no
it works!
If set to yes it doesn't!

even Reduce Registration process is yes or no.
