Weekly Sunday event do not generate all events

I want a weekly event ( Sunday) from 28 February 2016 to March 27 2016.
I enter the start date (February 28). I enter the end date (March 27).

The generated events are :
• March 6
• March 13
• March 20
• March 27

February 28 is missing ???

To get February 28, I have to take February 29 as starting date. It is illogical !

If the day of the date is Monday, Tuesday, ... Saturday, it will generate the previous Sunday. If the day of the date is Sunday it will generate next Sunday ... ???

It should never generate a lower event date than start date ( equal to or greater) .
It should never generate an higher event date than end date ( equal to or smaller).

Could you check if you have the same result? If it not a bug, I need explication!

Maybe it is timezone related. Could you please let me know what's your site timezone so that I can try to re-procedure the issue on my local computer to see whether it is a bug ?

Oups... My Server time zone was still on "Universal time, Coordinated..."! I changed it for Montreal, Canada (UTC-05:00) Est (É.-U. et Canada).

I redo the same test and the first event is still missing.
