Automatic mass mail on creation of new event

Is it possible to automaticly send a mass mail when e new event is created in a specific category?

No, it's not possible. You will have to write a plugin to send emails if you want to do that

The mail question here is who will receive that email? Users from certain Joomla groups?

We have usergroup-a and usergroup-b.
Users from usergroup-a can only see events in category a
In event booking we have 2 categories: a and b.
When a event is created in category a, users from usergroup-a have to be informed that there is a new event.

For usergroup-b the same must happen, but for category b.
