Overbooking

Hello,
I have an event with 10 seats and there were 54 people registering.
How is that possible?
What have I done wrong?

I'm not sure if this is the reason, but I have had overbooking in the past in this way...
1) I emailed my waiting list to let them know that a space was available.
2) They all added the place to their shopping cart before the first one had completed the checkout.
3) Validation of space remaining was done on adding to the cart, so anybody who had started the checkout procedure was allowed to complete.

I don't have a solution for this.
