States do not appear on tax rules

In the Administration Pro Membership -> Tax Rules: When attempting to add fiscal rules for the country Spain or any other country not states listings appear. NOTE: In countries and states are added all
They are only listed the states to add to the United States and Canada.

By default. we only allow adding tax rules for states on for the two countries you listed above. What are the other countries you want to add tax rate by state? Please let me know so that I can guide to make small modification to the code to make it works

Please get this file, unzip it, then upload to administrator/components/com_osmembership/view/tax folder of your site. After that, it will work as expected
