User account when failed payment

User account when failed payment was created by Frédéric Bianchi
Hello,
i have a little problem, that when a user begin a subscription, but, for reason X or Y, the payement dont work, by Paypal or Stripe.
So now, Membership Pro store the user and the subscription as "waiting".
The problem is if the user want to make the subscription again, he cant, because he is subscibed on the site, but not actif. So he cant login because not activate, and he can't subscribe as new user because the email is already used.
So what can i do for that ? Actually i delete the user...

Go to Membership Pro -> Configuration, set Only Create User Account When Membership Active/Approved config option to Yes
When you do that, if payment is failed, user account won't be created and that user can register for an account again next time he subscribes for the plan
