Limit times for access to resource

Is there a way to do a number based limit to access resources? Say I want to let you use the resource 5 times in a month, if you hit that, you need to renew? And also you can limit it to a time period(eg a year) before you also need to renew?

1. Number base restriction is not supported

2. Time base restriction is supported. Basically, with the example you described, you just need to set Subscription Length of the plan to 1 year
