Create Joomla registration record

Hi,
A user is having trouble paying for their membership using PayPal. No one else is so this must be a single issue.
Membership Pro has created a membership record (unactivated) but since it's set up not to create a website registration until the membership is paid no website user account has been created in Joomla.
We're going to approve the member manually (there are restrictions to membership) but what has to be done to create a Joomla user record? I'm assuming there's some sort of latch from MP back to Joomla because it's setup to take the user out of the membership group (Joomla) once the membership expires but leave the user record for the website.
I see the plugin that goes in the opposite direction (Joomla > MP) but I need it to go the other way. Do I have to punch something into the database?
How best to do this?

You just need to approve/publish the subscription record and the user account will be created
