Is OS Services Booking right for me?

I've a Joomla 2.5 website with three kinds of users .. Athletic Directors, Referees, and Coaches.

The AD's need a way to input the complete schedule of their games (and locations if there are multiple), the Referees need to add when they are available. An AD or Referee will need to have the ability to "assign* a Referee(s) in. Each game that has 2 or more officials.

The coaches will need to be able to lookup different scheduling as well. Though I don't think they can schedule a Referee to work one of their games. Is OS Services Booking the right extension, or would it be better handled by something else?
