Basically, Guest will only show to users who is not logged in.

Public will show to all users .

So assign a menu item go Guest access level, when you log out, you should be able to see the menu item again ! Maybe you should clear cache ?

Solved.
I found that by default every user in Joomla 3.2.1 is considered a PUBLIC user.
Just go to User management > options (you can find option on top right of the screen) and set "Visitor user group" to Guest instead of Public.

After that all works ok.
